Who is the Bureau of Deceivers?
Preliminary Findings
The Bureau is not an organization. It is an investigation that has never closed: the case of perception. Wherever the investigation resumes, the Bureau is in session.
Of the Bureau’s many names, one survived: the Bureau of Deceivers. Whoever catches perception in the act is mistaken for the deceiver. We never corrected the misunderstanding.
Membership is never requested. It is recognized. No roster is kept. Not all members have been informed.
The works of the Bureau belong to whoever made them. The Bureau owns nothing but its observations. These have proven difficult to own.
The Bureau holds no meetings. It keeps an archive. What follows is an excerpt.
Perception is not the reception of reality. It is the construction of it, at speed, unsigned.
Reality is the most stable interpretation available. Stability is not accuracy.
The senses do not deceive. They submit incomplete evidence. The verdict is written elsewhere.
The eye takes the credit. The ear, the skin, the nose, the tongue, and the body’s sense of its own position do the work. The eye has never objected.
Certainty is the strongest deception on record. It is also the least reported.
Instruments change. The observer does not. Each generation re-discovers this.
A deception, well made, need not lead away from the world. Sometimes it leads further in.
A successful deception replaces nothing. It returns the observer, attention repaired.
Tolerance for unmediated reality is limited in all known subjects: doses are measured accordingly.
Afterwards, the world feels exactly as before. This has never been confirmed.
On the question of trusting the thrush, the Bureau has never ruled. The decision is transferred to the recipient.
